Property Enterprise Board


Auckland City Council's Property Enterprise Board brings together leading business people with skills in many areas including urban design, property development, investment, town planning and policy.

The board's purpose is to provide us with independent and entrepreneurial expertise to create a city built around people, and how to manage growth and economic development.

Establishment of the board is a move to address Aucklanders' concerns about the way development and urban design is managed in the city.

The Property Enterprise Board will oversee the implementation of our Development with vision. The vision sets out how we implement best practice in urban design and encourage high quality urban development across the city to meet the needs of the community.

The board will identify, prioritise and oversee potential development and enhancement opportunities for the city. The main part of the board's role will be to support and drive the key growth areas identified in our Growth Management Strategy.

The board's focus is on strategic projects including areas with low market interest where it can enable a different type or quality of development, or demonstrate more integrated and sustainable development types.

The board also has a "watching brief" over our existing property holdings and will identify opportunities to use these holdings to deliver Development with vision objectives.

John Wells
As chair of the board John has significant experience in investment banking and the property sector and has made a strong contribution to Auckland City as chair of Auckland City Parking.

Adrienne Young Cooper
Principal shareholder and director of her own planning and public policy consultancy, Ms Young Cooper specialises in urban and growth management issues.

Chris Aitken
Chris has a long involvement with property, through commercial and residential property developments and as an advisor to local councils. Mr Aitken also brings a commitment to adopting an integrated and well-rounded urban design platform to the board.

Peter Alexander
Peter brings skills in property investment management, property development and property finance to the PEB.

Ian Athfield
Ian has extensive planning and large project experience, much of this has been in the public sector realm. Ian is also one of New Zealand's leading architects.

Nigel McKenna
Nigel is an experienced property developer and entrepreneur who has a passion for Auckland. He has a broad understanding of property and is enthused about being able to contribute to the future of Auckland.

Potential opportunities and projects are assessed by the board against the following criteria:

  • a location within a growth district (area of change) as defined by our Growth Management Strategy
  • a key strategic area where it is perceived that private development will undermine or underdevelop the public good aspects of the area, eg the waterfront
  • the ability of the site or development to create sufficient confidence to engender ongoing private sector investment within the growth district, and
  • unique locations with specific value to the character of Auckland city where it is desirable for the control and destiny of the assets to be enshrined in council ownership in perpetuity.

The property enterprise board is a subordinate decision making body of Auckland City. We support the board by co-ordinating and preparing business cases about potential projects and ensuring the effective delivery of our development objectives, prioritising the board's project programme.
