Kerb and channel policy

Auckland City's kerb and channel policy was approved by the Transport Committee and adopted on 1 October 2003.

(A) Auckland City adopts the following policy for kerb and channel renewal works:

  1. All channels to be concrete.
  2. Heritage zones, CBD and special interest areas identified by Community Planning:
  • Retain and maintain existing basalt bluestone kerb.
  • Retain and maintain existing concrete kerb (except for those in special interest areas as identified by Community Planning).
  • Replace existing kerb with new basalt bluestone or alternative high-grade materials recommended by Community Planning.
  1. Local roads:
  • Retain and maintain existing kerb type. Basalt bluestone to be retained subject to available stock of salvaged bluestone.
  1. Arterial and strategic roads (except those in special interest areas as identified by Community Planning):
  • Replace basalt bluestone kerbs with concrete.
  1. Subdivisions and industrial zones:
  • Concrete kerbs.

(B) Auckland City adopts Appendix 1, Bluestone recycling process decision chart, as standard policy for dealing with removed basalt bluestone kerbs.

(C) Auckland City adopts the following statement regarding ownership of basalt bluestone as a standard clause to be used in all future roading contracts:

"All kerb stones constructed of basalt "Bluestone" and recovered by the contractor during the course of works, whether fully intact or broken, shall remain the property of Auckland City and shall be stored at a site nominated by the council's representative. Unless otherwise directed by the council's representative, all care shall be taken to ensure that no damage is caused to the stones, during removal, transport and stock piling."

(D) Where possible basalt bluestone kerbs will be reused in the general area from which it was removed and that the current levels of bluestone are maintained subject only to reduction by loss, damage or theft.

(E) That this policy be reviewed by the Transport Committee if a basalt bluestone shortage necessitates the use of alternative sources of materials.

Appendix 1 - Bluestone recycling process decision chart

1. Is the existing kerb material basalt bluestone?

  • No - no basalt bluestone recycling
  • Yes - continue to question 2.

2. Is the replacement kerb material basalt bluestone?

  • Yes - Reuse existing basalt bluestone at site.
  • No - Contractor to carefully remove all bluestone and deliver to Sylvia Park yard to hand over to contract manager. All recovered basalt bluestone kerb stones and pitching stones shall remain the property of Auckland City.

Contractor shall:
  • Maintain a record of number of blocks delivered to the yard.
  • Remove all stone blocks from the road overnight (in order to avoid theft).
  • Issue blocks to the TARS group of Auckland City only.
  • Ensure blocks are not sold or given away to any private person or organisation.
Contract manager shall:
  • Maintain a record of the number of stone blocks in the yard.
  • Audit and control the stockpiling and reissuing of stones.
