Application to build indoor training facility on Shore Road Reserve

Remuera Parnell Sports Community Charitable Trust (in conjunction with Parnell Cricket and Grammar Rugby Clubs) is seeking permission from Auckland City, as landowners, to build an indoor training facility next to the existing clubrooms.

Shore Road Reserve is a sports park with a rugby field and cricket pitches. Most of the reserve is zoned for active recreation (Open Space 3) with the coastal margin zoned for passive recreation (Open Space 2).The Parnell Cricket Club wishes to have the facility on their home ground to support their existing activities and to use during wet weather, when grounds are closed and for coaching during the off-season.

The trust will pay for this facility and all future building maintenance costs. The facility would house three indoor cricket nets, and be similar in size to the existing clubrooms (approximately 40m long, 13.4m wide and 5.4m high).

It is intended to be used as a training facility, not an event facility, and would primarily be used by the Parnell Cricket Club.

Maximum hours of use applied for by the club are:

  • 7am to 9pm weeknights
  • 9am to 6pm Saturday
  • 9am to 9pm Sunday

The facility will be available for other clubs or schools when not in use.

At this stage, the Hobson Community Board and the Arts, Culture and Recreation Committee feel that the proposed nature and location for the facility is appropriate and would like input from the community before a final decision is made.

The application

Two approvals from the council are required:

  1. As the landowner - giving permission to the trust to lease the footprint of the building area.
  2. As the regulator - giving permission to the resource consent and building consent.

There are four stages to the decision making process:

  1. Feedback is sought from the community on the trust's proposal.
  2. Feedback is reviewed and permission to continue with process is granted or declined by the council. If permission granted:
  3. The trust applies for resource consent and building consent.
  4. If the trust attains the above, a lease is negotiated between Auckland City and the trust. This is likely to be on Auckland City's standard lease terms.

The trust may need to provide additional car parks. These would be close to the new building in the proposed car parking area (see concept plan). Any other possible impacts on the environment will be assessed at the resource consent stage, these impacts may include traffic movements, noise, visual impacts and other environmental concerns.
