What is a PIM

A Project Information Memorandum (PIM) is a report prepared by Auckland City at your request. It provides:

  • information on special land features including potential:
    • erosion
    • avulsion (removal of land by water action)
    • falling debris
    • subsidence
    • slippage
    • alluvion (the deposition of silt from flooding)
    • inundation (flooding)
    • presence of hazardous contaminants which are likely to be relevant to the design, construction or alteration of your proposed building and is known to the council

  • information notified to Auckland City by any statutory organisation, such as the New Zealand Historic Places Trust or the Department of Conservation which has the power to classify land or buildings for any purpose.

  • details of stormwater or wastewater utility systems which relate to your proposed building work, or which are adjacent to your building site.

  • details of any authorisations under other Acts which Auckland City requires, and details of the requirements to be met in the granting of these authorisations and the conditions they will be subject to. The most common authorisations will be resource consents required under the Resource Management Act.

The memorandum will also include either:

  • confirmation, subject to other provisions of the Act, that you may carry out the building work subject to the requirements of the building consent and subject also to all other necessary authorisations being obtained.

  • notification that building work may not be undertaken.

A PIM does not give any form of approval under the District Plan. It is your responsibility to determine that your proposal complies with the district by contacting us or your own planning advisor. If it does not and a resource consent is required, you are strongly advised to obtain this before seeking a building consent to avoid possible expensive changes to your proposal.


When is a PIM required?

Note: A Project Information Memorandum (PIM) is not an authorisation to commence work. You must wait until the building consent has been approved before commencing any work on your project.

You will need a PIM for all building work. A building consent cannot be granted by Auckland City unless a PIM for that building work has been issued.

Except for internal alterations and minor works, you are encouraged to apply for a PIM prior to the building consent application. For major developments, new houses, large alterations and new commercial or industrial buildings, applying for a stand alone PIM at the earlier stage will be useful in establishing the feasibility and design of the project.

For smaller works you may apply for the PIM with your building consent application.


Applying for a PIM

If you are applying for a stand alone PIM, you need to ensure that all the information requested is included when you submit the application to avoid a delay in processing.

The application form includes details of the information you need to provide.

Cost

The fee for a stand-alone PIM (without a building consent application) is $175 incl. GST.

The fee for a PIM with a building consent application is $213 incl. GST.

The fee for a PIM with a Certificate of acceptance is $213 incl. GST.

The fee for a fireplace consent PIM is $30 incl GST.


Timeframe

Providing all the necessary information is supplied with the application, your PIM will be prepared by Auckland City within 20 working days.
